Technical Advisor on justice issues


Civipol, the technical cooperation operator of the French Ministry of the Interior, is a private company that provides service to the public sector which help foreign states to strengthen their internal security and upholding their sovereignty. As a specialist in Technical Assistance, Procurement and Promotion of the security industry, Civipol intervenes in the areas of identity, cross-border movement and territorial reach.

Civipol implements around 100 transnational projects, in close collaboration with partners of all nationalities, in more than 80 countries worldwide, principally in Africa.

The projects implemented by Civipol are mainly funded by international donors (European Commission, World Bank, UN).


“The Regional Operational Centre in support of the Khartoum Process, AU-Horn of Africa Initiative and EAPCCO (ROCK)” is a regional project to fight criminal networks involved in human trafficking and smuggling, financed by the Neighbourhood, development and international cooperation instrument (NDICI), which was launched as part of the Khartoum process at the request of countries from the Horn of Africa.


The ROCK is implemented by Civipol Conseil in partnership with INTERPOL and the African Union. The ROCK is being set up for the countries of the Khartoum process and the AU Horn of Africa Initiative.


The strategy of the ROCK project is to facilitate the exchange information between competent police Law Enforcement Agencies. At the heart of the project is therefore the creation of a platform, the regional centre “ROCK”, to bring together liaison officers from beneficiary countries in one location to effectively exchange police information to fight criminal networks involved in trafficking in human beings.


The phase II started in May 2022 and is expected to run until April 2025.

As part of the ROCK Project, we are looking for a Technical Advisor on justice issues.

He/she will work in close collaboration with the Technical Director (Team Leader), the Project Coordinator, the Regional Liaison Coordinator and the Office manager.

He / She will have to perform the following tasks:

  • Under the responsibility of the Technical Director, He/She will be in charge of the implementation of  the Component 2 of the project
  •  Ensure the Operational-business continuity of the ROCK during the absence of the Technical Director in close coordination with the other technical advisors and the regional coordinator.
  • Mapping the existing national judicial cooperation system in partner countries in coordination with other programs.
  • Mapping the existing regional/continental judicial cooperation system (in coordination with other programs).
  • Evaluate the justice systems of countries concerned mainly concerning SoM and THB as crimes in their respective national legislation.
  • Participate to improved coordination and information sharing mechanisms between law enforcement and judiciary bodies int the respective participating countries.
  • In close relation with the technical director, organize joint national workshops for law enforcement and judiciary agents.
  • Evaluate and review information communicated by the liaison officers in order to follow up the potential lawsuits.
  • Strengthen the criminal justice chain against suspected traffickers and smugglers, from information collection and sharing to prosecution.
  • Ensures liaison and good relations between the ROCK and the magistrates of the member countries, shares technical know-how, supports the effort to structure and regularise information exchanges.
  • Raise awareness among the magistrates of the area on the fight against human trafficking
  • Ensures, together with the Technical Director of the project and his/her deputy, the coordination with other projects related to the judicial aspects of the project
  • Contribute to the design of the centre's communication processes, procedures and protocols, in partnership with the Technical Director.
  • Writing reports in English, whether formal interim reports or ad hoc studies and analyses requested by the partners of the project, by providing dashboards.

Location, Duration &  working language

  • Position based in Nairobi (Kenya) with a possible relocation in Khartoum (Sudan) to fill immediately with business trips in Horn of Africa and Europe
  • Part-time until the end of the project (Or 15 months full time)
  • working language: English/French


Professional Experience :

  • Master Degree in a discipline related to law with  relevant professional experience
  • At least 10 years of professional experience in a unit dealing with the fight against human trafficking and people smuggling
  • Experience in European programs.
  • Experience working in international teams

Professional skills

  • Fluent in English and French (written, spoken, read)
  • Knowledge of Arabic is an asset
  • Experience in the Horn of Africa is an asset
  • Computer literacy competence : Microsoft word, excel, power point

Interpersonal skills

  • Organization, rigor, flexibility and great autonomy
  • Ability to work in teams and on multiple files in parallel
  • Diplomacy and experience of institutional relations
  • Priority and contingency management
  • Have good writing and relationship skills
