BMM-Better Migration Management

Description

"Better Migration Management" (BMM) is a program funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The project launched in 2015 in the Horn of Africa is led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, jointly supported by CIVIPOL, the British Council, the International Organization for Migration (IOM) and the United Nations Office on Drugs and Crime (UNODC). Extended for the first time in 2020, the program enters its third phase in October 2022, for a 36-month period financed to the tune of 41 000 000 EUR by the European Union (35 000 000 EUR) and BMZ (6 000 000 EUR). Although Sudan was an integral part of the regional program, it has no longer been a beneficiary country since the third phase, which nevertheless continues to operate in Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan and Uganda.
With a budget of 4 000 000 EUR, CIVIPOL will implement new activities in Djibouti, Ethiopia, Kenya and Uganda from October 1, 2022 to June 30, 2025.

Objectives

The program aims to enable national authorities and institutions to facilitate safe, orderly, and regular migration, and address human trafficking by applying a human rights-based approach.

BMM works on three interconnected pillars:

  • Migration governance to establish a political basis for regionally harmonised migration management
  • Effective institutions to address and reduce human trafficking and the smuggling of migrants
  • Protection for victims of trafficking and vulnerable migrants

The project seeks to:

  • Contribute to a human rights-based management of migration and mobility on national and regional level
  • Strengthen cooperation between countries of origin, transit and destination in the Horn of Africa
  • Improve the investigation and prosecution of human trafficking
  • Enhance an effective and coordinated protection and assistance of vulnerable migrants and victims of trafficking, involving governmental and civil society actors

 

Achievements in BMM I :

  • A right identification of local needs on the field of Human beings trafficking and smuggling
  • Adapt the activities depending on the beneficiary 
  • Organize and maintain a real regional, transborder cohesion and partnership between specialized units and moreover Horn of Africa security forces involved in the fight against HBT/Smuggling
  • Create bridges with other EU-funded projects that could be complementary on the field of migration and organized crime : ROCK project (Regional Operational Centre in support of the Khartoum Process and AU-Horn of Africa Initiative) and the AML/THB Project (Anti-Money Laundering / Countering Trafficking in the Greater Horn of Africa)

 

Achievement in BMM II : 

  • Prepare and obtain validation and/or approval of standard operating procedures (SOPs) on the investigation, prosecution, and adjudication of THB and MIS in Ethiopia, Djibouti, and Uganda (officially approved), and Kenya and Sudan (validated and awaiting official approval).
  • Establish Multi-Agency Task Forces to disseminate, implement and monitor these SOPs in Djibouti, Ethiopia, and Uganda;
  • Obtain validation of comprehensive THB/SoM investigation training curricula in Ethiopia, Djibouti, and Uganda, with the program being adopted by all law enforcement training institutions in the three countries.

 

BMM III progress:

CIVIPOL, as one of the implementing partners in BMM III, is engaged in contributing to improved quality and comprehensiveness of investigations of trafficking in persons (TiP) and smuggling of migrants (SoM) cases in Djibouti, Ethiopia, Kenya, and Uganda. The third phase of the project also focuses on consolidating a regional, holistic approach to migration management and on ensuring its sustainability beyond the duration of the programme.

Simultaneously CIVIPOL supports the mentioned countries in pursuing the objective of increased number of (presumed) victims of trafficking (VoT) referred by Law Enforcement Agencies to adequate protection services via National and Local Referral Mechanisms, so that they can have receive assistance, achieve social inclusion, and have access to justice.

The activities, closely planned and implemented with the national partners, are divided into following main areas:

  • Standard Operating Procedures (SOPs) on Investigating and Prosecuting Trafficking in Persons and support to the Multi-Agency Task Forces/Working Groups established to promote and oversee the implementation of the SOPs.
  • Training Curriculum for Police Academies and other Law Enforcement Training Institutions on investigating TiP and SoM, and support for its inclusion in their regular training programmes.
  • Training to specialised anti-trafficking units and other key law enforcement officers and other stakeholders, including the innovative training initiative of the "Multi-agency Simulation-based trainings for investigating and prosecuting migrant smuggling and human trafficking”, a real case scenario in which law enforcement, labour inspectors and service providers handle TiP and SoM cases.

 

Therefore, this approach and implementation process of the activities necessarily entails a coordinated partnership: with the national stakeholders in each country first and foremost, with related projects and activities (in particular with the ROCK and AML/THB project, both implemented by CIVIPOL), but also with the other BMM implementing partners (UNODC and GIZ in particular).

 

In collaboration with UNODC, CIVIPOL’s support has led to:

  • An improvement of the number of Standard Operating Procedures (SOPs) for police-prosecutor cooperation on trafficking and smuggling cases
  • An enhancement of the quality of cases in prepared by investigators for indictment in terms of (case management and) sources of evidence, including physical evidence
  • An increase in the number of applications from national police and/or other law enforcement academies to integrate modules on trafficking in persons and smuggling of migrants at international standard in their curricula, aligned with gender and human and child rights principles.
