LONG TERM EXPERT – CENTRAL ASIA – BOMCA ( BORDER MANAGEMENT PROGRAMME IN CENTRAL ASIA: PHASE 11)
CIVIPOL is looking for long term expert in an upcoming EU-financed international project dedicated on the control border management and organized crime.
Under the authority of the project Team Leader s/he will oversee the thematic control border management and organised crime in Central Asia. In this role he or she will be advising stakeholders from partner countries on needs’ identification and the tools and actions best suited to address them.
The expert will be part of a team which will run the project and assure the trans-regional approach within its strategic lines to combat organised crime and control border management.
Based in Bishkek, s/he will frequently travel to the partner countries. The mission will start in February 2026 (indicatively) and is scheduled to last for 40 months.
Profile required
- police/gendarmerie officer
- Proven experience in international cooperation and border management
Missions
- Supporting the organisation of transnational and trans-regional operational coordination meetings from various regions and EU MS to discuss and plan joint activities;
- Programming training and capacity building activities delivered by short-term experts
- Training, mentoring and capacity building for law enforcement agencies of partner countries and regional actors;
- Ensure the proper implementation of activities, from planning to the collection of indicators.
- Ensure networking with beneficiary countries, as well as with other projects in the area, to avoid duplication of activities.
- Coordination with the other members of the consortium
Proposed activities on BOMCA 11 (study visit, workshops, national trainings…)
- Support to detecting cross-border criminality
- Support to cross-border crime investigations
- Support to the cross-border cooperation in Central Asia through exchange of best practices and experiences
Professional experience and qualifications
- At least 10 years' professional experience in law enforcement system;
- Experience in European projects is a plus;
- Level of professional English required
- Russian language is a plus

Location and duration
Position based in Bishkek for 40 months. Frequent travelling
Compensation
This will necessarily be subject to a maximum under the terms of the contract signed by CIVIPOL with the European Union.
Contract depending on the expert's status.
