Senior Short-Term Expert – Theoretical Training on Mercure Software
Context of the Assignment
EU4LEA is a European Union-funded technical assistance project under the Instrument for Pre-Accession Assistance. It is designed to support and strengthen key Albanian law enforcement institutions — notably the Albanian State Police, Ministry of Interior, SPAK (including the Special Prosecution Office and the National Bureau of Investigation), the General Prosecution Office, and District Prosecutor Offices — in aligning their performance with EU standards.
Under the second phase of the project, launched in March 2025, CIVIPOL is involved to implement targeted activities aimed at enhancing interagency operational capacities to combat organised crime. In particular, CIVIPOL is focused on upgrading capabilities in criminal intelligence analysis, notably through the use of specialised intelligence tools.
In this context, two experts will be recruited to deliver a basic theoretical training course on the use of Mercure software to Albanian law enforcement officials.
This activity aims to strengthen the operational capacity of the Albanian State Police (ASP) and National Bureau of Investigation (NBI) in conducting intelligence-led policing and complex criminal investigations. The training will be coordinated in close cooperation with the EU4LEA2 project team and tailored to the identified needs of participating officers.
Key Responsibilities and Tasks
The selected expert will be responsible for the following tasks:
- Deliver a five-day theoretical training on Mercure software, including thematic exercises;
- Conduct a half-day on-site visit to observe the working environment of ASP or NBI trainees;
- Assess the initial and final knowledge levels of trainees and identify specific needs for future hands-on training;
- Engage in consultations with relevant agencies and staff to tailor the course content;
- Prepare and submit a final mission report outlining training outcomes and recommendations;
- Ensure all sessions are tailored to be provided in English with simultaneous interpretation provided.
Expert Profile – Required Qualifications and Experience
- Minimum 10 years of professional experience as an investigator within an EU police service;
- Proven expertise in criminal intelligence analysis and in formulating law enforcement security measures;
- At least 8 years of operational experience using Mercure software, with in-depth knowledge of its procedures and applications;
- At least 5 years of experience in training delivery and capacity building in an international context;
- Excellent communication skills and fluency in spoken and written English.
