Senior International Law Enforcement and Border Management Expert

Under the authority of the project Team Leader s/he will oversee the thematic control border management and the trans-regional fight against organised crime in Central Asia. In this role he or she will be advising stakeholders from partner countries on needs’ identification and the tools and actions best suited to address them.

The expert will be part of a team that will run the project and ensure the trans-regional approach within its strategic lines to combat organised crime and control border management.

Based in Bishkek, s/he will frequently travel to the partner countries. The mission will start in by July/August 2026 and is scheduled to last for 38 months. 

Missions

  • Supporting the organisation of transnational and transregional operational coordination meetings, to fight organised crime and to facilitate border management related matters from various regions and EU MS to discuss and plan joint activities;
  • Delivering training and capacity building activities (creation/improvement of risk analysis units…) for partner countries competent authorities
  • Training, mentoring and capacity building for law enforcement agencies of partner countries and regional actors;
  • Ensure the proper implementation of activities, from planning to the collection of indicators.
  • Ensure networking with partner countries, as well as with other EU and international projects and organizations active in the region, to avoid duplication of activities.

Profile required

  • Former police/law enforcement officer; with an experience in border managementborder control and coordination, risk analysis, information sharing, technology, multi-agency law enforcement cooperation, and policies;
  • Proven experience in international cooperation, preferably between EU Member States and Central Asian countries.

Professional experience and qualifications

  • At least 10 years' professional experience in law enforcement international cooperation;
  • Experience with European or/and international projects implemented outside the EU and good understanding of their functioning;

  • Level of professional English required (working language);

Soft skills and other required abilities

  • Demonstrate pedagogical and public presentation skills and experiences;
  • Good interpersonal skills and ability to work as part of an international team in a multicultural environment;
  • Adaptability and resilience;
  • Reactivity/organizational skills related to the project implementation.
  • Proficiency in Russian, at least at an informal/conversational level. Proficiency in the language is a major asset for this project

 

Location and duration

Position based in Bishkek (Kyrgyzstan) for 38 months. Frequent travelling between partner countries and the EU.

Compensation 

This will necessarily be subject to a maximum under the terms of the contract signed by CIVIPOL with the European Union.

Contract depending on the expert's status.
