    SUPPLY CONTRACT NOTICE 

    International open procedure

    EGY.007.26 – Supply and delivery of vehicles (Minibuses, SUVs, and off-road motorcycles) for the Ministry of Interior of Egypt as part of the PACSOM project conducted by Civipol, in 3 lots

     

    PROJECT DESCRIPTION

     

    1. Description of the contract

     

    The purpose of the contract is to supply and deliver various types of vehicles (minibuses, off road and motorcycles) to equip the Ministry of Interior of Egypt. This equipment will be used to conduct various missions aimed at fighting against human trafficking. Equipment must be adapted to hot weather and dusty operating conditions.

     

    2. Number and titles of lots

     

    There are 3 lots in this tender:

    Lot No 1: Supply and delivery of Minibuses

    Lot No 2: Supply and delivery of 4x4/SUVs

    Lot No 3: Supply and delivery of off-road motorcycles

     

    PARTICIPATION CONDITIONS

     

    3. Eligibility and rule of origin

     

    Participation in this call for tenders is open to international organisations and to all legal persons, participating individually or as members of a consortium, that are nationals of, and effectively established in, a country or territory eligible under Article 28(1) of Regulation (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument – Global Europe. Each consortium member must meet these eligibility requirements.

     

    Rule of origin is not applicable to the current procedure.

     

    4. Number of offers

     

    Tenders for only part of a lot will not be considered. Tenderers may not submit a tender for a variant in addition to their tender for the supplies required in the tender documents. In the case of a variant, the evaluation will take place without the variant.

     

    5. Situations of exclusion

     

    Tenderers must provide a signed declaration, included in the tender form for a supply contract, that they are not in any of the situations listed in point 2.2.2 of the Guide to Procurement Procedures and Contract Award Rules of CIVIPOL.

     

    6. Subcontracting opportunities

     

    Subcontracting is authorised.

     

    7. Performance guarantee

     

    A performance guarantee corresponding to 5% of the contract value will be requested if the total amount of the awarded contract exceeds 150.000 euros.

     

    8. Information meeting and/or site visit

     

    A virtual information meeting will be organised online on  7th October 2026 at 15:00 Paris time  with a view to answering questions on the tender dossier sent in writing or raised at the meeting. 

    Tenderers willing to attend the meeting should address their request to procurement.pacsom@experts.civipol.fr so that they can be invited to participate in the meeting. The minutes of the meeting will be notified and available for download by email notification to all tenderers who have downloaded the tender dossier via the platform e-marchespublics.com - together with any clarification to written questions not raised at the meeting - no later than 18th October 2026 at 18:00 Paris time. No further clarification will be provided after this date. All costs associated with attending this meeting will be borne by the bidders.

     

    9. Validity of offer

     

    Tenders are valid for a period of 60 days from the deadline for submission.

     

    10. Planned start date of the contract

     

    Mid November 2026

     

    11.       Task implementation period

     

    145 days from contract signature by both parties.

    SELECTION AND AWARD CRITERIA

     

     

    12. Selection criteria

    Capacity-providing entities

    An economic operator (i.e. candidate or tenderer) may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links it has with them. If the economic operator relies on other entities, it must in that case prove to the contracting authority that it will have at its disposal the resources necessary for the performance of the contract by producing a commitment by those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality as the economic operator relying on them and must comply with the selection criteria for which the economic operator relies on them. Furthermore, the data for this third entity for the relevant selection criterion should be included in a separate document. Proof of the capacity will also have to be provided when requested by the contracting authority.

    With regard to technical and professional criteria, an economic operator may only rely on the capacities of other entities where the latter will perform the tasks for which these capacities are required. 

    With regard to economic and financial criteria, the entities upon whose capacity the economic operator relies, become jointly and severally liable for the performance of the contract.

    The following selection criteria will be applied to the tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole if not specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors.

    1. Economic and financial capacity of the tenderer (based on item 3 of the tender form). In case of tenderer being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last three financial years for which accounts have been closed.

    The selection criteria for each tenderer are as follows:

    • For lot 1: the average annual turnover of the tenderer must exceed 600.000 €

    • For lot 2: the average annual turnover of the tenderer must exceed 1.500.000 €

    • For lot 3: the average annual turnover of the tenderer must exceed 400.000 €

    If the tenderer submits a tender for more than one lot, it must meet the combined turnover requirements applicable to the lots concerned. Example: a tenderer submitting a tender for Lots 1 and 2 must demonstrate an average annual turnover exceeding EUR 600.00 +1.500000 = 2.100.000 EUR .

    2)         Professional capacity of the tenderer (based on items 4 of the tender form).

    The reference period which will be taken into account will be the last three years preceding the submission deadline.

    • at least 5 staff currently work for the tenderer in fields related to this contract (supply and or maintenance of vehicles) regardless the number of lots the tenderer is submitting an offer for.

    3)         Technical capacity of tenderer (based on items 5 and 6 of the tender form). The reference period which will be taken into account will be the last five years preceding the submission deadline.

    • For Lot 1, the tenderer must provide at least one reference contract for the successful supply of motor vehicles, with a value of at least EUR 300,000.

     

    • For Lot 2, the tenderer must provide at least one reference contract for the successful supply of motor vehicles, with a value of at least EUR 650,000.

     

    • For Lot 3, the tenderer must provide at least one reference contract for the successful supply of motorcycles, with a value of at least EUR 185,000.

    If the tenderer submits a tender for both Lots 1 and 2, a minimum of one reference contract is required. The same reference contract may satisfy the criterion for both lots, provided that it concerns the supply of motor vehicles and has a value of at least EUR 650,000.

    If the tenderer submits a tender for Lot 3 together with Lot 1 and/or Lot 2, a minimum of two reference contracts is required:

    • at least one reference contract for the supply of motor vehicles, meeting the minimum value applicable to Lot 1 or Lot 2, as relevant; and 
    • at least one separate reference contract for the supply of motorcycles, with a value of at least EUR 185,000.

    This means that the contract the tenderer refers to could have been started at any time during the indicated period but it does not necessarily have to be completed during that period, nor implemented during the entire period. Tenderers are allowed to refer either to supply contracts completed within the reference period (although started earlier) or to supply contracts not yet completed. Only the portion satisfactorily completed during the reference period will be taken into consideration. This portion will have to be supported by documentary evidence (statement or certificate from the entity which awarded the contract, proof of payment) also detailing its value. If a tenderer has implemented the supply contract in a consortium, the percentage that the tenderer has successfully completed must be clear from the documentary evidence, together with a description of the nature of the supplies provided if the selection criteria relating to the pertinence of the experience have been used.

    Previous experience which would have led to breach of contract and termination by a contracting authority shall not be used as reference.

    14.       How can I obtain the tender documents?

     

    Tender dossier is available for download via the platform e-marchespublics.com (https://private.e-marchespublics.com – Reference 1185223). Registration on this platform is completely free of charge. Tenders must be drawn up using only the standard tender form for supply contracts included in the tender dossier, the provisions and format of which must be strictly adhered to.

     

    Tenderers may submit their questions by logging into the section dedicated to this tender procedure on the e-marchespublics.com platform, selecting the 'Question' tab before 18th of October 2026 at 18:00. Civipol has no obligation to provide clarification after this date.

    Any clarifications to the tender documents will be notified and available for download by email notification to all tenderers who have downloaded the tender dossier via the platform e-marchespublics.com by 23rd October 2026 at 18:00 (https://private.e-marchespublics.com – Reference 1185223).

    15.       Deadline for submission of tenders

     

    2nd of November 2026 at 12h00 Paris time.

    Any offer received after the deadline will not be considered.

     

    16. Opening of tenders

    Tenders will be opened online in public on 2nd of November 2026at 14h00 Paris time by the committee appointed for this purpose. Minutes will be taken by the committee and will be available on request. Tenderers willing to participate in the online public opening should address their request to procurement.pacsom@experts.civipol.fr so that they can be invited.

     

    17.       Language of the procedure

    All written communications under this call for tenders must be in English.
