LONG TERM EXPERT – CENTRAL ASIA – CADAP (CENTRAL ASIA DRUG ACTION PROGRAMME, PHASE 8)
CIVIPOL is seeking a long-term expert for an upcoming EU-funded international project focused on combating drug trafficking and organized crime.
Under the authority of the Project Team Leader, the selected candidate will oversee issues related to drug trafficking and organized crime in Central Asia. In this role, he or she will advise stakeholders in partner countries on identifying their needs and on selecting the most appropriate tools and actions to address them.
The expert will join a team responsible for implementing the project and ensuring a trans-regional approach in line with its strategic objectives to combat organized crime and drug trafficking.
Based in Bishkek, the expert will undertake frequent travel to partner countries. The assignment is expected to start in February 2026 (indicatively) and will run for a duration of 54 months.

- Proven experience in international cooperation and drug trafficking
Missions
In line with the overall project activities
- Provide thematic expertise and know-how for the technical meetings with partners countries, counterparts and relevant project stakeholders and more broadly to the steering committee meetings and relevant preparation meetings.
- Contribute to the strategic orientation of the project and the drafting of the annual workplan
- Provide the relevant inputs to the annual reports as requested by the Project Manager/Team Leader.
- Under the supervisions of the project and component lead develop and deliver activities
- Provide the requested information to the project’s Monitoring and Evaluation staff
- With the logistical support of UNODC offices and staff, coordinates the deployment of short-term consultants mobilised on behalf of CIVIPOL and in accordance with the project’s workplan.
Proposed activities on CADAP 8
- Study Visit to France to visit the OFAST and CCPD
- Capacity building in the detection of chemical precursors
- Programming training and capacity building activities delivered by short-term experts: training on drug trafficking in airport zones, training on cyber-investigations techniques (with introduction to cybersecurity), training on identification methods on freight/shipment of chemical products, food and agricultural products destined to drug production.
- Capacity building on the mapping of criminal networks present on the “dark web” and operating through crypted messenger apps.
- Exchange of best practices on strategies of investigation against organised crimes within drug-trafficking and the multifactorial links with Terrorism and money-laundering.
- Modern working methodology in fighting infractions linked to drugs.
- Coordination with the other members of the consortium.
Professional experience and qualifications
- At least 10 years' professional experience in law enforcement system;
- Experience in European projects is a plus;
- Level of professional English required
- Russian language is a plus

Location and duration
- Position based in Bishkek for 54 months. Frequent travelling UNODC offices in Central Asia, according to the needs of the project.
Hierarchy:
- The experts will work under the legal responsibility of CIVIPOL HQ Offices in Paris.
- Deployed within the project team lead under the overall guidance UNDOC Project Manager / Team.
