1 short-term engineering expert
The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans.
The Specific Objective of the action is to improve the conditions for preventing and combatting migrant smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs:
- Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
- Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
- Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.
This mission is part of component 4 described above for the achievement of the workpackage 4.1 – Border control and 4.2 – Border surveillance.
Objectives of the activity and expected results
Desired outcomes of the action:
The operational objective of the activity is to carry out an on-site technical diagnosis of the infrastructures of BCP Mali Zvornik and to propose feasible and operational civil engineering solutions.
- Identify the measures required to strengthen border control infrastructure
- Assess the technical condition and adequacy of existing containers, sanitary facilities and control booths
- Priorities interventions according to urgency and operational impact
- Propose realistic technical solutions adapted to site constraints
- Support planning of future EU4FAST activities
Result(s) of the activity:
- A detailed technical report including observations, analyses and recommendations as well as technical specifications of the requested infrastructure
- A prioritized list of infrastructure interventions
- Technical and financial inputs to EU4FAST planning documents
Required profile of expertise
For the realisation of this mission, it is required the assistance of an engineering expert.

Qualifications (education and training) | Master’s Degree (or equivalent) in Engineering (Civil Engineering, Structural Engineering, or a related field) |
Specific competencies | Ability to design, analyze, and implement engineering solutions for public infrastructure projects, with a particular focus on border crossing facilities and utility systems. |
General work experience | Minimum 5 years of professional experience in civil engineering or related fields. |
Specific professional experience related to the mission | Experience with EU technical standards, health and safety regulations, and environmental requirements. Familiarity with EU procurement processes, including preparation of tender documents for public infrastructure projects. |
Knowledge | Solid understanding and application of EU guidelines and regulations for civil engineering projects. Knowledge of the necessary health, safety, and environmental protocols required for infrastructure projects, with specific experience in EU regulations High level of proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint), project management software (e.g., MS Project), and email communication tools for reporting and documentation. |
Assets | Previous experience in the Balkans. Previous experience of international technical cooperation. |
Languages | Excellent command of French and English and excellent oral and written communication skills. |
